As a general rule of thumb, Plan B papers written to fulfill graduate school requirements are not published nor does the library normally keep copies of these papers. The ProQuest "Dissertations and Theses" database does not include Plan B papers.
The best place to look for Plan B papers is within the department offering the Plan B as an option within the graduate program.
Plan B papers and theses are not kept within the university libraries. The best place to ask for these documents is at the main office for the department responsible for the degree (e.g., for a Geology Plan B thesis, check with the Geology and Geophysics Department).
Another place to look is in the Wyoming Scholars Repository. One drawback of this repository is that you cannot see whether the paper was a traditional thesis or a Plan B paper until you click on the link.
More information about Plan B graduate programs is available on the UW Registrar's website (scroll down to the "Graduate Degree Regulations" section). Check with individual departments for specific requirements.
