The 100 MB download limit has been in place for some time, but it's not often that people run into it. If downloads exceed 100 MB in 15 minutes, the proxy server automatically blocks that IP address from any more downloads for one hour. This blockage is in place in order to prevent illegal mass downloading, which has indeed happened before! It is kind of a balance between safety and convenience.

To resolve this issue, simply wait until one hour has passed. Try to log back onto the proxy server or access the database from a UW computer. If you find that you cannot access the database, you may need to clear your browser cache/history. If you continue to be unable to access the databases, contact coeref@uwyo.edu or call 766-2070.
