Four databases that make it easy to find peer-reviewed articles in instructional technology are ERIC, Education Full Text, Educator's Reference Complete, and LearnTechLib.

In the first three, you can mark a box to limit to peer-reviewed/scholarly journals. In ERC you must use the "Advanced Search" option to set that filter.

LearnTechLib doesn't offer that feature, but most of the journals there are peer-reviewed. The database also includes conference papers--generally not peer-reviewed, but good resources.
