Several library databases track this information, though none of them will catch every reference to a particular article. Academic Search Premier and PsycInfo show the number of times an article has been cited by other articles in those databases. Web of Science has a cited reference search called InCites; it's less user-friendly and provides better coverage in the sciences than it does in social sciences or arts and humanities.
The kind of search for citation frequency or impact factor may require more assistance from a librarian, especially in Web of Science. Provide the specific citation when you submit your question and we can figure out which resource(s) will work best for you.
